Attention to applicants for the September 2025 admission session
Due to the very high number of applications received from candidates outside the European Union, the registration period for this category has been closed.
No further applications from non-EU candidates may be submitted in the September 2025 admission session. Files already submitted will be reviewed in accordance with the provisions of the Admission Regulations.

Având în vedere numărul foarte mare de înscrieri primite din partea candidaților din afara Uniunii Europene, perioada de înscriere pentru această categorie a fost închisă.
Pentru candidații non-UE nu se mai pot depune noi dosare în sesiunea de admitere septembrie 2025. Dosarele deja depuse vor fi analizate conform prevederilor din Regulamentul de organizare a concursului de admitere.

Admission stages

A non-EU citizen is any person who does not hold the citizenship of a member state of the European Union, the European Economic Area, or the Swiss Confederation and wishes to pursue university studies in Romania, under a tuition fee regime.

Registration on the platform
Action: Candidate

  • Registration is done only online on the official platform: https://admitereonline.utcb.ro
  • Deadline for uploading documents: September 25, 2025
    • Filling in personal data on the platform
    • On the platform, the candidate must upload the following documents:
      • The first 2 pages of the passport
      • Birth certificate
      • Medical certificate
      • o For undergraduate studies (Bachelor): High school diploma + translation in English or French or Certificate attesting to the passing of the baccalaureate exam for graduates of the current year, apostilled/authenticated by the competent authorities of the issuing country
      • o For master's studies: High school diploma + translation in English or French + Bachelor's degree with transcripts/supplements or Certificate attesting to the passing of the license/dissertation exam for graduates of the current year, apostilled/authenticated by the competent authorities of the issuing country or;
      • Transcript of records, translation in English or French,
      • Document proving residence (residence permit or similar)
      • Marriage certificate (if applicable)
      • Certificate of completion of the Romanian language year or language proficiency certificate, as applicable
    The registration fee is 75 EUR and is paid directly on the platform. The registration fee is non-refundable!

    File verification
    Action: UTCB

    • UTCB verifies the registration form and the uploaded documents.
    • If everything is correct, the candidate is considered "validated".
    • If there are errors or missing documents, the status becomes "revised":
      • The candidate receives an email with clear instructions on what needs to be modified.
      • They log in to the platform and correct the data or re-upload documents until the status becomes "validated".

    Sending the file to the Ministry
    Action: UTCB

  • UTCB sends the validated file to the Ministry of Education and Research of Romania.
  • Within approximately one month, the Ministry issues the acceptance letter or rejects the file.
  • The acceptance letter is uploaded back to the platform by UTCB, along with the proof of accommodation reservation.
  • The candidates receive an email notifying them that the documents are available.

    • Payment of the tuition fee

  • After obtaining the acceptance letter, the candidate pays the full tuition fee before applying for the visa.

    • Obtaining the student visa

  • With the documents (acceptance letter, proof of accommodation and payment), the candidate applies for a study visa.
    • If documents from the university are required, the candidate must request them via email: admission-info@utcb.ro

    Arrival in Romania
    Action: Candidate

  • Before arriving, the candidate must notify UTCB at admission-info@utcb.ro with the subject “Candidate non-EU arrival confirmation”.
  • Upon arrival, they must go to the International Relations Center to finalize admission and, if needed, take over accommodation.

  • The candidate must bring original documents (translated and legalized in Romanian) to the International Relations Center.
  • After validation, the candidate will be directed to the faculty to complete enrollment.

    • Refund request (optional)
    Action: Candidate

  • If the candidate did not obtain a visa, did not come to Romania, or did not enroll, they can request a tuition refund.
  • They must send a completed form to admission-info@utcb.ro.
  • The university will refund the amount within max. 2 weeks (5% is retained and transferred to the Ministry).
