The functional value of a building, which encompasses comfort and safety of use, as well as operating costs (energy and other utilities), classifies a building in terms of quality. A building has utility value if the heating, ventilation, air conditioning, electrical, lighting, water supply, sewage, fire safety, data transmission, automation, and so on, systems exist and operate correctly. And for proper operation, all phases of the system's development are involved: design, construction/installation, and use/maintenance.

A non-EU citizen is any person who does not hold the citizenship of a member state of the European Union, the European Economic Area, or the Swiss Confederation and wishes to pursue university studies in Romania, under a tuition fee regime.

- Birth certificate
- Medical certificate
- For undergraduate studies (Bachelor): High school diploma + translation in English or French
- For master's studies: High school diploma + translation in English or French + Bachelor's degree with transcripts/supplements
- Transcript + translation in English or French
- Document proving residence (residence permit or similar)
- Marriage certificate (if applicable)
- Certificate of completion of the Romanian language year or language proficiency certificate, as applicable
File verification

- UTCB verifies the registration form and the uploaded documents.
- If everything is correct, the candidate is considered“validated”.
- If there are errors or missing documents, the status becomes“revised”:
- The candidate receives an email with clear instructions on what needs to be modified.
- They log in to the platform and correct the data or re-upload documents until the status becomes“validated”.
