Until July 17, 12:00 noon, appeals can be submitted to:
secretariat@utcb.ro, following the resolution of the appeals, on
July 18, at 20:00 to post the lists of eligible candidates.
Eligible candidate status means that all data entered in the admission platform
have been correctly filled in and the uploaded documents comply with the requirements set out in
Regulations for the organization of the admission contest for undergraduate studies.
In other words, the eligible candidate has a valid file and can be taken into account in the admission process.
Important: Eligible does not mean admitted!

Definition Romanian candidate from abroad
Romani Romanians abroad fall into this category:
- persons belonging to Romanian national minorities, linguistic minorities or autochthonous ethnic groups or belonging to the Romanian cultural and ethnic Romanian filon, existing in the neighboring states of Romania and other states, who assume the Romanian ethnic, linguistic and cultural identity towards the Romanian authorities, regardless of the ethnonym used;
- Romanian emigrants, whether or not they have kept their Romanian citizenship, their descendants, as well as Romanian citizens domiciled or residing abroad;
- ethnic people who recognize themselves as of Romanian origin, living outside the borders of the country, registered as another minority in the state of residence, who assume, through self-identification, their belonging to the Romanian cultural and identity space.
Romanians from abroad, who can be scholarship holders of the Romanian state with or without scholarship or students paying tuition fees in lei, can follow only programs taught in Romanian.
If they remain deferred by failing a year of study, they become liable to pay tuition fees in lei in that year of repetition. If they pass that academic year, they will regain their status as scholarship holders of the Romanian state, either with or without scholarship.

Entering personal data in the platform
Registration also requires uploading the necessary documents specified in the platform (photo or scanned documents)
Candidates who fulfill the following conditions are eligible for the scholarships allocated to Romanians living abroad:
present a declaration on their own responsibility, on the basis of freely expressed will, in compliance with the conditions stipulated by the Framework Convention for the Protection of National Minorities, that they assume the Romanian cultural identity, regardless of the name used in the country of citizenship or residence to designate the respective minority or community, a declaration made at the headquarters of the Department for Romanians Abroad (DRP) or at the Romanian diplomatic mission/consular office in the country of citizenship or residence or at the headquarters of the Ministry of Foreign Affairs. The exception are candidates who hold Romanian citizenship or citizenship of the Republic of Moldova.
present a baccalaureate diploma or equivalent - for enrolment in bachelor studies; present a bachelor's degree or equivalent - for enrolment in master studies; present a master's degree or equivalent, or a diploma of graduation from a long-term bachelor studies (prior to the Bologna Process) - for enrolment in doctoral studies.
present a certificate of language proficiency in Romanian language, minimum level B1, issued by a higher education institution in Romania that has an accredited Romanian language preparatory year program, regardless of the field of study, or by the Romanian Language Institute or present Romanian study documents issued following the graduation from Romanian language study programs (diplomas and certificates) or study documents / school records attesting at least three consecutive years of studies in Romanian in a national education unit / institution in Romania or abroad.
fulfill the conditions set by the state higher education institution according to its own methodology.
submit a sworn declaration that they have not received any scholarships from the Romanian state.
UTCB checks the application form and the uploaded documents
If everything is correct, the candidate is considered “validated”
If there are errors or missing, the status becomes “revised”:
The candidate receives an e-mail with clear indications on what needs to be changed
Log in to the platform with the user name and password and correct the data or re-upload the requested documents until the status becomes “validated”
Candidates move from validated status to eligible status
Submit completed Annex 4 to the platform
Based on the number of places the candidate changes his/her status to admitted - there are different forms:
Romanian state scholarship holders with scholarship
Romanian state scholarship holders without scholarship
students paying tuition fees in lei
UTCB forwards the admission result to the Romanian Ministry of Education and Research in order to obtain the letter of acceptance
Within approximately one month, the Ministry issues the letter of acceptance or, if necessary, rejects the application
The candidate will receive an email with the letter of acceptance necessary to obtain the visa
With the documents from the previous step (acceptance letter), as well as other documents requested by the embassy, the candidate applies for the study visa
If the visa application includes some documents issued by the university, the candidate must specifically request these documents to the email address: admission-info@utcb.ro
Before arriving in UTCB, the candidate must fill in the application form for accommodation in the UTCB dormitories to the social service, following the information published on the admission website or on the university website in the section dedicated to accommodation in dormitories
The candidate must physically present him/herself at UTCB, at the International Relations Center (Rector's Office building, room P20), to finalize the admission process and then, if necessary, at the social service (Dean's Office building, staircase 2, 3rd floor, room left) to take the accommodation
At the Center for International Relations (Rectorate building room P20), the candidate physically brings the original of all the documents submitted in the platform
These documents must be translated and legalized in Romanian at a notary in Romania
After the acceptance of all the documents by the Center for International Relations, the candidate will be directed to the faculty for which he/she obtained the Letter of Acceptance, for registration in the year of study
We inform you that for students enrolled on the "Romanians Abroad" stream it is not necessary to bring original documents. Instead, you will have to fill in a specific appendix, which you will find in the admissions platform once the status of your file is changed to "eligible".
Although the admission timetable states that you must bring the original documents, this requirement does not apply to you. During the period specified for bringing the documents, you only need to send the enclosed annex.
