Undergraduate studies

To the attention of eligible candidates who have been rejected

In accordance with the decision of the Board of Directors of UTCB, the eligible candidates enrolled in the admission contest who were not declared admitted after the computerized distribution, because their admission average, in relation to the options expressed, was lower than that of the last admitted candidate, may be redistributed to the places financed from the state budget that are still available, according to the provisional list of candidates admitted to undergraduate studies, provided that they express their option, within the limit of available places.

In this sense:

  1. UTCB will distribute to these candidates an electronic form for the selection of options to fill the available places on 23/07/2025;
  2. Candidates must fill in the electronic form to fill in their options for the available places, in order of preference, by field of study, by 24/07/2025, 16:00;
  3. UTCB will rank-rank the candidates who have formulated options, based on the same procedure as the initial ranking of candidates, strictly for the remaining available state-funded places and for the rejected candidates who have expressed options for redistribution, on 24/07/2025, after 16:00;
  4. UTCB will display the final list of admitted candidates and the final list of rejected candidates on 24/07/2025, at 20:00, after which the first admission session ends.

Candidates who choose to study in a foreign language must provide proof of language proficiency, in accordance with the Regulations organizing the admission competition.

The situation of candidates declared successful according to the provisional list of successful candidates published on 22/07/2025 is not changed by reconsidering the choices of unsuccessful candidates under any circumstances. Successful candidates cannot take part in this redistribution because the state-funded places have remained available because no candidate has expressed an option to fill them.

Any places left unfilled at the end of this admission session, regardless of how they are financed, will be put out to competition in the second admission session.

In view of the timing of the admissions process, it is not permissible to express options or to change options for redistribution made after the closing date (24/07/2025, 16:00) under any circumstances, for any reason whatsoever.

The possibility of submitting options for re-allocation is announced by posting this notice online and by sending it by e-mail to unsuccessful candidates at the address registered at registration. No other means of communication may be used. Candidates may not appeal against the result of the redistribution on the grounds that they are not aware of the provisions of this notice.

The distribution of the state-funded places by fields of study for redistribution takes into account the situation of activation of undergraduate degree programs as a result of admission, according to the choices of the admitted candidates. Thus, the places with funding from the state budget remaining available are:

Until July 23 at 12:00 noon, appeals can be submitted at secretariat@utcb.ro. Once the appeals have been settled, the list of successful candidates will be published on July 24 at 20:00.

According to the Regulation on the organization of the admission competition (ROCA) - undergraduate studies:

Article 19 (submitting the original baccalaureate diploma)

(1) Eligible candidates for places with financing from the state budget must submit to the Technical University of Constructions Bucharest within the deadlines established by the admission calendar the original baccalaureate diploma or the certificate of recognition of the diploma.

(6) The documents submitted in accordance with the provisions of (1) shall remain with the admissions committee of the faculty where they were submitted throughout the admission session.

Article 23 (redistribution of vacant posts)

(1) During an admission session, if, for a program of undergraduate studies, the number of candidates who can be admitted is lower than the minimum number of students required for the activation of the program, the places offered for this program may be redistributed to other programs of study, by decision of the Board of Administration.

(2) During an admission session, if the number of admitted candidates for a program of undergraduate studies is lower than the number of places available, the unoccupied places may be redistributed to other programs of study for which there are eligible candidates, by decision of the Board of Administration.

(3) The redistribution of places according to (1) shall be made to study programs in the same undergraduate field, strictly within the maximum number of students that can be enrolled in each study program, by decision of the Board of Administration.

(4) By way of exception from (3), the redistribution of places from degree programs in the fields of mechatronics or mechanical engineering may be made to any degree program in these fields, strictly within the maximum number of students that may be enrolled in each degree program.

(5) Where only one degree program is organized in a bachelor's degree program, the provision of (1) shall not apply.

(6) If, following the analysis of the situation of the eligible candidates, a study program is not activated according to the provisions of (1), the allocation of eligible candidates to fields and study programs shall be made in accordance with the provisions of Article 20, without taking into account the program in question and taking into account the addition of places in other programs according to the provisions of (3) and (4).

(7) Following the redistribution of places, the distribution of eligible candidates by fields and programs of study shall be made in accordance with the provisions of Article 20, taking into account the number of places available after the redistribution.

(8) Places put out to competition which remain unfilled as a result of failure to meet the conditions for student enrolment set out in Article 24 after the first session may be redistributed to other study programs by decision of the Board of Governors. The redistribution of these places shall take place strictly within the second admission session.

(9) Candidates who meet the admission requirements for a particular undergraduate field before the redistribution may not be declared rejected or reassigned to another undergraduate field after the redistribution of the places offered.

(10) By way of exception to (9), candidates admitted to a degree program in the undergraduate field of mechatronics or mechanical engineering may be assigned to another degree program in any of these undergraduate fields under the conditions mentioned in (1).

Further information:

  • The number of budget-funded places is different in the table than on the website because the number of places directly attributed to candidates from vulnerable categories (Roma, high school graduates from rural areas) is added to the number of places directly attributed to candidates from vulnerable categories (Roma, high school graduates from rural areas), according to the legal provisions. The category of candidates from vulnerable categories is after this table.
  • From July 25 to August 3, the following steps are the acceptance of the study contract, the payment of the registration fee and, if applicable, the payment of 1/3 of the tuition fee. This is done online in the admissions platform where you have created your account and chosen your study options. You access the platform in the same way, using the e-mail and password you chose when you registered. The process ends when your UTCB student status is displayed in the platform.
  • Candidates admitted to state-funded places who withdraw their baccalaureate diploma after July 25 and before the beginning of the academic year 2025-2026 lose the place won by the competition.
  • Information about accommodation in UTCB dormitories for the academic year 2025-2026 will be announced on the website https://utcb.ro after the second admissions session ends in September

Frequently Asked Questions

Only the overall average from the Baccalaureate and the Maths grade (from the Baccalaureate) are taken into account. The platform will automatically select the option offering the greatest advantage to the candidate.

Example:
Maths grade: 8,9
Overall Baccalaureat average: 8,23

There are two options for calculating the admission average:

  1. 100% Baccalaureat average → admission average = 8.23

  2. 50% Baccalaureate average + 50% Maths grade
    (8.23 + 8.9) / 2 = 8.565, rounded to 8.57

Because the second option offers a greater advantage, the platform will automatically select this option on admission.

A candidate can choose several specializations

  1. Derogations from the admission methodologies for bachelor and master studies

Art.17 paragraph 2) of the Admission Methodology for Master studies

The language proficiency test taken by candidates in programs of study with tuition in languages of international circulation is of the grid type and is marked pass/fail. Candidates should bring their identity card to the examination rooms half an hour before the start of the test.

The language proficiency test can be administered using specific electronic, IT and synchronous communication resources.*

Candidates holding the recognized attestations of language proficiency listed in Art. 11(5) are exempt from the test.

Art.19 paragraph 1) of the Admission Methodology for Master studies

In the case of master's degree programs in the field of Engineering Sciences, the oral test consists of a vocational interview that each candidate will have to pass in front of a three-member competition committee for each degree program.

The vocational interview may be conducted using specific electronic, computer and synchronous communication resources.*

Art.17 paragraph 3) of the Admission Methodology for undergraduate studies

The language proficiency test taken by candidates in programs of study with tuition in languages of international circulation is of the grid type and is marked pass/fail. Candidates should bring their identity card to the examination rooms half an hour before the start of the test.

Candidates holding the recognized attestations of language proficiency listed in Art. 11(6) are exempt from the test.

*In accordance with art.1 point 6 .from GEO no. 69/26 May 2022, amending and supplementing the National Education Law no. 1/2011.

The registration fee is paid on the platform at the dedicated step, where all options are available: payment by credit card, payment by bank transfer, fee waiver by uploading a document.

If all the documents are in the university and you don't have any pictures of them, upload the declaration which you can find in the platform at the upload documents step.

You can pick up a copy and once the admission is finalized, you can pick up the original from the secretariat.

If your parents are divorced and they have different residences, it is necessary to enter both parents' addresses, as in the following example:
